Learning platforms were built to deliver training efficiently, track progress, and report on completion. Over time, completion rates became the most visible, easiest-to-communicate indicator of "compliance". The wider industry reinforced it too: dashboards prioritised percentages, exports focused on status, and organisations naturally optimised for the metric they could see most clearly.
