When to use onboarding packages and QR links instead of creating contractor users manually
The decision
Site contractors need the right training, certificates, and risk assessments before gate staff scan their passport QR. You can create each person in Manage Users, or share an onboarding package (URL / QR) so they enrol themselves as temp-staff against a fixed set of requirements.
Packages scale when many people arrive on short notice. Manual create suits a handful of known individuals or permanent staff.

Tip
Build requirements once (courses, certificates, risk assessments) in the package wizard — Basics → Build requirements → Review — then reuse the same QR across arrivals.
Common mistakes
- Creating dozens of contractors manually in Manage Users when a package would allow self-service enrolment
- Sharing a package QR without setting max uses or link expiry on high-turnover sites
- Skipping the contractor-facing journey docs — share For Learners & Contractors with agencies

- Confirm sites and compliance rules exist (Site Management Overview)
- Create the package in Contractor Management
- Share URL or QR; test one enrolment end-to-end
- Train gate staff on Compliance Scanner and passport outcomes
