Policies now live in Document Store — versioned PDFs with acknowledgement tracking

Policies moved to Document Store

Do not look for Add Policy in Course Management. Open Admin → Document Store, upload the PDF, assign groups, and publish v1.0. Learners acknowledge from Catalog → Documents.

Course Management remains the place for SCORM courses, catalog imports, and other course records — not signed policy PDFs.
