Course Builder is the authoring workspace for custom SCORM content — pages, blocks, Video Studio clips, Ink Scenario simulations, and quizzes. A builder project becomes learner-facing only after you publish/export into a course and assign that course. For uploaded third-party packages or catalog imports, use Course Management instead.
